Could we add https handling to UrlManager?

Basically add the functionality of http://www.yiiframework.com/wiki/407/url-management-for-websites-with-secure-and-nonsecure-pages/ to yiisoft/yii2/yii/web/UrlManager.php

Or the httpsFilter option
