Yiic Is Not Working

I am new to Yii framework.I have installed Yii.I found yiic as M-DOS batch file in framework folder.When I click on it, a window appears and suddenly vanishes.

I am actually looking for Yiic that is used to create web applications.If what I found is yiic then what is the matter with it,why its not opening.

go Mycomputer->properties->Advanced System Settings->EnvironmentVariables->path

edit path

set your php path and yiic path in it

like C:\wamp\www\yii2\yii2-master\framework\yii;C:\wamp\apps\phpmyadmin3.3.9;

C:\wamp\www\yii\framework;C:\wamp\bin\php\php5.3.5;
