site hangs unless YII_TRACE_LEVEL set to 0

Yii 1.1 Installation and Setup

After creating a new site, browsing to index.php gives error unless YII_TRACE_LEVEL is set to 0.

The error is:

Error 324 (net::ERR_EMPTY_RESPONSE): Unknown error.

I did notice this server does not have APC installed; a warning is generated when running /requirements/index.php.

Any help on resolving this issue would be appreciated.
